Well, as I understood CCP's intentions for the "open market" design as coupled with war mechanics, you where supposed to be able to enforce these kinds of things by force of arms. Given today's game mechanics, you can't, and I wish CCP would give us tools for this kind of warfare.

In all honesty the people in here have more wealth, power, and connections then COAD and have enough ISK and knows ways of generating enough ISK to make your sanctuary a living hell until the server shuts down. I also heard a rumor that CCCP dec'd someone's corp because they are an ex-boyfriend of R3d's current girlfriend, Abrynn, and R3d didn't like that guy missioning in the same system as his woman so he dec'd him. Now this is out in Nakri which is not Mofa. I can't verify the veracity of that rumor someone posted, but given R3d's propensity for outbursts and anger, I can definitely see it being true.
